速度轮滑竞赛规则和裁判通则是速度轮滑运动竞赛过程中必须遵循的法规 性文件之一。它为速度轮滑竞赛提供客观、统一的标准，正确指导运动员的训 练和参赛，为裁判员规范地工作和公正、准确地执法提供依据。
本竞赛规则和裁判通则是参照国际速度轮滑委员会（CIC）2008 年《国际速 度轮滑竞赛规则和裁判通则》，在我国 2006 年版《轮滑竞赛规则和裁判通则》的基础上，结合全国轮滑竞赛实践而制定的，适用于全国各类速度轮滑竞赛及速度轮滑运动技术等级评定。
本规则由辛毅、徐三兆、王尔、付爽同志翻译编写，秦吉宏、刘雄弼、郭 玉良同志校对、修改。在修订过程中，宋兆荣、张兴高、付进学、刘仁辉等同 志参与了修改工作。

第二十一条关于轮滑鞋，到底有没有“最少4个轮子的直排式轮滑鞋”的规定？
下面是student123版主提供的文件里的相关部分：

允许穿着双排轮轮滑鞋（两组轮平行排列）或者最多六个轮子的直排式轮滑鞋参赛。轮子的直径最大
不能超过 110 毫米，轮滑鞋全长不能超过 50 厘米。轮架必须与鞋靴牢固的固定，轮轴不能突出到轮子以 外。禁止装有制动装置，允许使用没有传动装置的克莱普（即脱跟）轮滑鞋。

最少四个轮子的规定是不是以讹传讹？下面是2007版CIC规定：

Art. 20 - Skates
Skates with two pairs of wheels fastened parallel to each other or skates having a
maximum of six wheels, fastened in line are permitted. The maximum diameter of
wheel must not exceed 100 mm. The skate must not exceed 50 cm. in length. Skates
must be firmly attached to the shoes and axles are  not to protrude from the wheels.
Brakes are forbidden. Clap skates are allowed without propulsive gear.

现在CIC的比赛规则已经是2011版了，2007版的就不要看了。

2011版规定如下：

Art.107. Skates
1. skates having a maximum of six (6) wheels, fastened in line or skates with two pairs of wheels fastened parallel to each other are permitted. The skate must no exceed fifty (50) centimetres in length. Skates must be firmly attached to the shoes and axles are not to protrude from the wheels. Brakes are forbidden.
2. The maximum diameter of wheel must not exceed hundred and ten (110) millimetres.
