Well, Young, my first thoughts were to tell you to buy a better quality boot, but i can tell you how to fix the problem, so you can keep those. (next time, buy and import a Pinnacle )
Keep the frame on the boot(s) but take the wheels off.
Start heating up the base where the wheel touches with a heat gun, try to heat up the BOOT, and not the frame.
After its good and warm, take a towel, or a washcloth adn put it between the wheel and boot and put the 2nd wheel back on. It will take you pushing a little, but that is what will push the carbon out of the way.
Let the boot cool down, take the towel out, and it should have pushed it up enough so the wheel dosent hit. It will not push it up to much so that it will bother your foot, but enough so that you wont have a problem with the wheel hitting.
